However, China devalued their currency and by doing so, they ate the cost of Tariffs. Once the tariff was added, it made no difference in the end price to USA buyers.
The only way price would go up to cover cost of tariff is if the USA retailer raised the price to improve their profit margins.
The USA buyer is not paying the tariffs.
If a state raised the sales tax on products and the manufacturers lowered the wholesale price so retailers could keep prices the same, who would you say is paying the sales tax?
