Is U.S. preparing for martial law?

Jade Helm 2015 is a military operation being carried out within the U.S. having military personnel disguised as U.S. civilians in designated areas.
An Army colonel attempting to explain the reason for this to a room full of protestors at a Bastrop County, TX, Commissioners Court said the disguised personnel would be learning how to infiltrate a community by learning the subtle differences in clothing, etc, of different areas within the U.S.
This answer doesn't make sense in any way. If a military person dresses in civilian clothes in a foreign country, they immediately become designated as a spy. How would learning the differences in clothing or personal habits in the U.S. be of value in foreign countries?
So the training the military is doing under Jade Helm is only of value if it is used in the U.S. in a martial law situation.
