Go back to the Constitution and see what branch has responsibility for immigration and the border. Unless there is a public health emergency or invasion by a foreign army, it is not the Executive. It's Congress.

Unaccompanied minors from countries other than Mexico and Canada wouldn’t count toward that total.
The administration could only reopen the border if encounters of illegal crossings drop to 75 percent of the number that initially triggered the closure.
DHS would also have the power to shut down the border if crossings average more than 4,000 a day for a week, and Biden has signaled he would aggressively use that authority.

I believe I misspoke earlier and said 5,000/week. If that's incorrect the bills even worse than I thought. What this debate boils down to is Democrats don't have the integrity to admit, you do not need 300 pages of a bill to shut the border, or billions more dollars. It's obvious the Biden adminstration wants open borders. I just don't understand why they won't admit it.

No it wouldn't be closed. The bill would have allowed for the continued entry into the country, more agents to "process" more immigrants if thats what you want to call what we been doing, Processing! Because the immigration bill was killed by the GOP. Even in the Senate, where there had been enough people to pass it - though the House Speaker had already said he would not bring it up for a vote even it had gotten through the Senate.
