He is still responsible for every penny. The fact that his bond amount was reduced should be a giant red flag for any American who any awareness beyond a third grade level. This accommodation, the reduction in the bond amount, is unprecedented. A legal system that is not administered the same to all is not a legal system, it's a two tiered conglomeration that protects and benefits the few while being ruthlessly imposed on the rest. The "rest" here includes you, me, your kids, everyone that you love (excluding Fat Donny the Loser with whom, I suspect, you have fantasies) and anyone that you have ever known. It's in the same vein as you and I paying above 20% in taxes (unless you're unemployed, in a minimum wage job or a tax dodger) while billionaires pay a bit over 8%. This does not take him off the hook for the money.

The original bond, set by an openly biased and corrupt judge, is what was unprecedented. Lowering it was a small attempt at rectifying the situation, probably in a vain attempt to keep the SCOTUS from implementing justice and throwing the whole trial out.

The amount was actual quite reasonable given the offense. It certainly is not unprecedented. The Fat Boy opened his big mouth and in a fit of mind numbing ego blurted out first that he had $400M then changed it to $500M apparently trying to impress someone, only to find out that he couldn't come up with the money. Remember, "I'm rich. I'm really rich". I bet he got quite the chub with that one. Fat Donny's $355M is way down the list of when it comes to highest fines ever as opposed to his moronic claim. The corrupt party in this trial was the Fat Boy himself. The fine was far from being unprecedented as it is not even an "also ran" when it comes to the size of bonds posted on appeal in NYC. If it could be proven that the reduction was, as you put it, an attempt to rectify, every judge on that appeals court would be back in the traffic division.
