My opinion: Biden didn’t care if it harmed any of us, and he didn't want to make his pal, Xi, angry so he let them finish their mission.
Shooting it down over water made it much more difficult to recover some of the payload equipment debris (if not impossible), and bought more "cover up" time.

I agree...he wanted to do that. But he was probably told by our military that if he lets it go back out of our air space and China recovered the balloon, he would have looked even worse than he already did, so someone advised him to shoot it down before we lost it...
