It seems that you are assuming most Americans are Tax Cheaters! What you fail to understand is that these small businesses or those that are self employed will have their lives picked apart looking for the smallest infraction on their tax returns. Iโ€™ve seen this happen many times in our many years of owning and operating a small business. You are blinded by your hate for Trump and Republicans. You arenโ€™t capable of excepting the actual facts so I wonโ€™t waste your time or mine! I sincerely hope that many Democrats gets caught up in these witch hunts! Then and only then will at least some of you be faced with the truth of this deception!

As a CPA I have prepared tax returns for over 30 years. In my experience most Americans report their revenues and expenses on their tax returns in accordance with tax rules and regulations. Most Americans welcome the efforts of IRS agents to collect from tax cheats.

The "step up in basis" rule is an exception to the "cost basis" rule used to calculate the gain or loss at the sale of capital assets. The rule applies to all inherited assets and is specifically aimed at reducing taxes for the highest income taxpayers.
