Their claim comes from the fact that national guard troops were placed and held on standby days in advance...
The reality is that he thought there would be a need for them to be deployed against Antifa or BLM violence, to which he could declare martial law and stop the certification.
He did not respond in any way to calling in help when the capital police needed it.

News reports indicate that in the days before the attack, House sergeant-at-arms Paul Irving resisted calls from the Capitol Police to bring in the National Guard for extra security at the Capitol because of “optics.” Irving later testified that intelligence reports didn’t show the need for the extra security, not that he rejected it because of optics.

Key players, it reveals, repeatedly raised concerns about accepting the offer of National Guard help, fearing it would create the perception of a military coup or martial law as the election results were certified.
Army Secretary Ryan McCarthy told the IG “he did not want to create the perception that the military was involved in the electoral process,” according to the memo. “He said that Mr. Miller made it clear that the military would not be involved in certifying the election results and that 10 different news agencies asked him about military use and martial law.”
District of Columbia Police Chief Robert Contee also opposed having National Guard troops, but for a different reason. “Chief Contee explained to us that he did not want other Federal law enforcement involved on January 6, 2021, because of the risk associated with having unidentified Federal officers carrying weapons within D.C,” the memo recorded.

That's not how it works. POTUS can authorize others, state governors or House leaders or mayors, to order up the NG. Trump did that days before the 6th and gave it directly to Pelosi and the Mayor of DC.

It seems as if I am reading the ramblings of a democrat puppet. He can't just deploy the National Guard on a whim. It has to be requested from local authorities. He offered. They refused.
