I IG report for the third indicates he did not offer troops on his meeting on the third. According to the IG report he asked if troops were needed and folks in the meeting said they have plan for J6 support covered. What is your source that says he offered troops? I guess you could stretch his question to be a bonified definitive offer of troops- to big a stretch for me.
