Well of course they do.. The virus didn’t take out enough of their own so now they can have little by way of food..

I mean its all just “ waste, right.”. Be prudent starve yourself says China’s regime.~~

Chinese culture creates an unusual environment for food waste. Saving face is incredibly important. If you are not very hungry and order only a cup of soup you will be seen as poor or cheep encouraging people to over order and waste the food. If you are hosting others and do not provide an overly generous spread the same is true. Correcting for this is not starving people it is simply saving food that would be otherwise wasted. If you are actually interested in this rather than just bitching about the Chinese I suggest you ask our Canadian friend who lives in China and he will likely both acknowledge and elaborate on this phenomenon.

We've been doing that for years. Penalties for smoking, being over weight, making late payments, and a plethora of other rules/regulation/penalties for certain behaviors. It's called "social engineering", using legislation to modify, or rather, attempt to modify, citizens behavior.
