In Texas after sundown people can use deadly force to protect property without being personally threatened at all. For instance shooting to death someone breaking into a car parked in your driveway or trying to steal clothes off a backyard clothesline. The proposed legislation would remove this as allowed under the law. Of course the actual text of the legislation was not included in the article for obvious reasons.

Sec. 9.42. DEADLY FORCE TO PROTECT PROPERTY. A person is justified in using deadly force against another to protect land or tangible, movable property:

(2) when and to the degree he reasonably believes the deadly force is immediately necessary:

(B) to prevent the other who is fleeing immediately after committing burglary, robbery, aggravated robbery, or "theft during the nighttime from escaping with the property"; and

(A) the land or property cannot be protected or recovered by any other means; or

(B) the use of force other than deadly force to protect or recover the land or property would expose the actor or another to a substantial risk of death or serious bodily injury.

You are upset that extreme measures can be used against "law breakers",? Don't steal and no problem, what a solution. Guns do not kill people. Those of lower learning that can't or won't control their anger use guns to kill people. They can also blow people up, beat them to death with baseball bat, use knives, etc. Guns are not the only item available to them to use. What we need to work on is improving self restraint of our anger. That is the real problem!
