At its most extreme, it may mean replace the police.. but with another unit to do the law inforcement.

in the majority of cases it means move some police funding to other organizations to address specific urban problems within the same jurisdiction..

I'm not sure I would want them to quit Carol. My druthers ( I realize I'm dreaming) would rather see all law enforcement officers, including Cops, the Sherriff's, Border Patrol, FBI, DEA, Homeland Security and everyone even remotely associated with keeping the peace in the US take a 30 day holiday and not report for work. Can one even imagine the chaos that would occur? Maybe that would be a wake up call for the democrats wanting to defund law enforcement. However I seriously doubt it, simply because they hate America and do indeed want chaos~
