That’s not what he said. Go back and listen carefully. Based on the information that Barr has seen right now, he wouldn’t be looking to charge criminally. He is talking about crimes prosecuted under criminal law - which is an entirely different body of law from military law. Go back and listen to the Graham and Kavenaugh discussion of those points in Kavenaugh’s confirmation hearings.
