That is true. The chain of command at that time was at the top of the chain. It included Obama, the Commander In Chief, Hillary Clinton, Secretary of State, and Loretta Lynch, Attorney General.
The comparison is related to the spending of money. Foolish spending by the Democrats vs Necessary spending by Trump and the Republicans. Didn’t think I would have to explain the logic but when it comes to people with one track left wing biased minds like yours, one has to elaborate!

Yes, that is the trick. Too bad Trump didn't get that during the first three years of his administration. Instead of paying down the debt (as he promised) he pushed through a tax cut that mostly benefited the wealthy and big corporations and added a trillion to the debt before things started to go bad.
