He may have been trying to do the right thing but he went about it exactly the wrong way. He had several other options and for some reason he chose this one and when he did he knew exactly what would happen as a result.
Information regarding the operational status of an aircraft carrier (or a submarine, or a surface combatant for that matter) is classified Secret. If a CVN goes offline for any reason, it’s classified and is escalated to the highest levels of government, to include the President. So to shotgun that kind of information in a letter that’s attached to an unclassified email is a security violation of the highest order!!Second, there are avenues that any CO should know they can use to escalate, most notably a format known as the "Naval Message.” A naval message would have received much more rapid attention, and resulted in much more appropriate reaction from Navy hierarchy, than the method he chose. Everybody’s email inbox is full, it takes hours for busy senior leaders to read, let alone respond to, an email. If he had sent an “Op Immediate” naval message, and especially if he would have made it a “Personal For,” it would have received immediate attention and notice. This option is available to any CO.
So he could have sent an “Immediate Personal For” naval message to AIRPAC. He didn’t.
He could have sent an “Immediate Personal For” naval message to PACFLT. He didn’t.
He could have sent an “Immediate Personal For” naval message to CNO. He didn’t.
Any one of these methods would have been more effective than the method he chose.
Instead, he wrote a letter, attached it to an unclassified email, and shotgunned it out to ~30 people including folks who aren’t even in the Navy. The letter essentially recommended that the Navy take a nuclear-powered aircraft carrier offline - a presidential decision with significant strategic implications, and one that would have been classified Secret if it were done. So, was his objective to be effective? Or was it to receive national media attention?
The report is that he didn’t even walk down the passageway on his aircraft carrier and pound on his admiral’s door - his strike group commander - to show his admiral the letter he intended to send out to 30 folks who were not on his ship. But even if he had brought his Strike Group Commander into the conversation, shotgunning out a letter that blind-sided his chain of command.
And - if he was surprised that a letter with explosive info like this would leak to a newspaper, then he
should be dismissed for stupidity or naiveté.
He has created several negative consequences for his ship that will cause it to suffer for some time:
- He diverted attention away from areas in Navy where there were more serious COVID threats. I can’t imagine how he would have reacted if he had been a submarine CO.
- He created panic with crew families when there were no serious illnesses aboard.
- Videos of him leaving the ship gives evidence that he has created a cult of personality that will cause the ship to suffer for some time.
If it was his intention to help his ship, he erred in every way imaginable. Frankly, this was grandstanding of the highest order. He didn’t take action that might have actually been effective - he took action that would get him the maximum press exposure. Well, he got it.
It’s interesting to me to see how so many people who never commanded a warship think he’s a “hero,” while so many people who did command warships see this for what it is. My only surprise is that it took so long for him to be sacked.
