As stated by the US debt clock, Calif. and New York are the two states with the highest debt by a large margin. That should tell you something. As for states with the highest debt to income #1 Calif. #2 Hawaii #3 Virginia, and #4 Colorado has 6.85% in automobile debt which helps it be the 4th largest debt state.
