Somali immigrants are not exactly known for their gentle and law abiding ways. Not all Africans are created equal. You can take a penniless, non-English speaking Cameroonian, and a Somali in the same condition, and give them both a job washing dishes in a restaurant. In ten years, the Cameroonian will speak better English than you, probably own the damn restaurant, and have a kid on the honor roll at their school.
The Somali will probably still be a non-English speaking dishwasher, assuming he is still employed and not incarcerated.
