Yes the article says exactly that.
However, in 2015 it was 9 mi/year. Now accelerated to 34 mi/year due to shifting molten ferrous below earths surface. The concerning part is they do not know why or how it will change speed- or if will effect anything but navigation.

I know my land survey, done 20 years ago, was prepared on magnetic north and true north. I needed to find a couple iron pins and looked for them based on my magnetic markings and they were off by 30 feet or so since the last time I checked. About 9 years ago.

The question for scientists is if molten ferrous moves, will it have any effect on rotation of earth around its axis. Seems to me, that might change the weather patterns. Not CO2 emissions.

Whoever said a global vortex is caused by a shift in the jet stream is either ignorant or lying. A polar vortex is a yearly event of cold dense air at the poles in the winter. This would be the case if we were in an ice age or if the global climate was far warmer than even the peak of record heats in 2009. And a shift in the jet stream can have many causes. Abrupt changes in temperature either colder or hotter is only ONE such cause. So global cooling has as much affect on the path of the jet stream as global warming has.

According to the news stories I have heard over the years, evidence of global warming include the following events:

Rain.
Drought.
Fire.
Flood.
Snow.
Lack of snow.
Sea temperatures rising. (pre 2010)
Sea temperatures lowering. (post 2009)
Hurricanes.
Snow cover thinner.
Snow cover thicker.
Shrinking of polar ice sheets.
Growth of polar ice sheets.
Wide spread high temperatures.
Wide spread low temperatures.
Glacier shrinkage.
Glacier expansion.
Volcano eruptions.
Earthquakes.

In other words, anything and everything is evidence of global warming up to and including global cooling!

Incoming record cold in the north and northeast; a big "winter vortex." But here's the point. For one, it's just a matter of time until someone says it's caused by global warming, assumed to be of man made cause. Second, it's record cold, ok!?? And so, if the leftists who promote man caused climate change for other "weather events" like storms, fires and what not, then I guess I and those who can actually think and reason outside of being told what to think, can say this cold must prove there is no warming!
