Free Food
Free Medical/healthcare

Perhaps, with softer beds, you would have a valid point. Oh ya! You need lots of young soft prisoners for sexual exploitation to keep the prison sexually calm. Then maybe you would possibly approach a Marxist/democrat utopian dream. I almost forgot, unfettered accessibility to contraband drugs, which would also reward the guards with unreported income.
