Jail every dadblame one of them and throw the book at them. Maximum fines and jail time.
Property owners should sue the heck out of the stupid idiots.
Hurting their pocketbook may wake up some of them. Disqualifying the guilty parties from public assistance may also change a few minds.
I recall some years ago if you were sentenced for selling or possession of drugs you were disqualified from public assistance.
Worked back then and would work today.
