There is a constitutional rule of law that prohibits the president from engaging the country in war solely at his descretion; Constitutional law gives the congress the descretional authority to fund the presidents war or not.
In order to usurp this law,the president exercises is executive order privileges to act on his decision,that descretion that presumably is for the greater good of the country.
It is not a war but called a police action mandated by his judgement.
This affords him the ability to procure what ever monies he deems necessary to facilitate his

Trump seems to be more effective in states that want to work. California maybe doesn't want to work or at least work with him. I live in Michigan and lifting of the onerous regulations along with tax cuts have cut unemployment to record lows! Maybe the governor Jerry Brown is the problem? Maybe Politics have softened Trump a bit and Politicians these days are nasty....have you watched the Kavanaugh hearings? Camilla Harris is just a witch!

I think it IS a banana republic. After watching the kangaroo court proceedings on Thursday, where a person can make something up, have NO date, place, or witnesses (except dissenting ones, one of whom was her at the time best friend), NOTHING but whining, and set off paid protests and cast doubt on someone who has been investigated and in the spotlight for years with a squeaky clean personal life, just so that the party that sees itself as the ruling class can get their way???? YEP, banana republic all the way. NOT because of Prez Trump, but because of the elite democratic party who sees the will and needs of Americans as NOTHING, and have no firm, positive platform other than "get us back in power so we can do what we want".
