This one depends on the definition of "substantial". It stands to reason that if only one miscast vote wins an election, it is "substantial". Or tens of thousands voting from the grave or derived from illegal aliens illegally voting or double voting. California has earned a reputation for having beaucoup illegals voting and Pennsylvania and Ohio had precincts registering more voters than were on the rolls. Skulduggery???
