I do not consider African Americans ‘mentally challenged’ or handicapped.
It's offensive as is Affirmative Action.
Segregation of a state-sponsored All Black college discriminates by its own nature;
making a distinction, showing prejudice and bias towards one group from another.
Discriminatory practices should be prohibited in favor of diversity.

I can agree with what you say except you got the positions reversed. It is the miniority of Blacks who have the drive to be successful and useful members of society.

Inasmuch as the black population is about thirteen percent of the population, it stands to reason that numerically there would be more whites than blacks being unproductive, however, on a percentage base, I would speculate that blacks far outnumber whites in that category.
