Actually, people tolerate up to 15,000 ppm of CO2 before they notice anything. At 1200 ppm, a level at which plants do best and at which commercial hothouses are kept for the fantastic p;lant growth it causes, there is no bad effects on the workers, who spend 8 hours daily in that atmosphere.

The levels you quote will not cause anyone any harm. 400 ppm causes the earth to become more green, makes desertification slow, stop or recede depending on the area.
Crops have already increased as a result to these minor increases. China and India are the ones that are increasing the CO2 more than anyone else. The true pollutants they are also increasing by burning coal and NOT scrubbing them! Coal adds sulfur and photo-chemical smog into the atmosphere and that sickens and kills, CO2 at any limit we can produce produces NO ill effect.
