Did you read the whole story? it seems the man had been drinking and was walking in the road earlier where a sidewalk was available.
I lived in st louis,,, during the michael brown incident,,,, "Walking while black" is a real thing,,, these big buffaloes would waddle right down the middle of the street, in between cars during rush hour!!! Kids running through lines of stopped cars,,, it was incredible more dont die.... "walking while black' is meant to draw attention, cause trouble, and make a little money from insurance if hit.
They need to be arrested,,, or just run over,, dont care which.
