For most of American history, the answer to that question has been a clear and emphatic "NO". Courts for over two centuries have held that constitutional rights do not apply to foreigners with no voluntary connection to the United States. However, the 3rd branch of the legislature is looking for that 'clause' no-one else has been able to find:

And you know how good they are at finding the unseeable...

All mention of "person" in the Constitution apply to non-citizens as well as to citizens. Try arresting a foreign ambassador.

"WE" certainly do, LtL, and about 80% of the time "WE" say "NO WAY!!!" Just this past LANDSLIDE, EARTHQUAKE POTUS ELECTION (R), God, Jose, Leroy, Shania, Mary, John and Wong said it ALL TOGETHER: "NO WAY!!!" I guess the other 20% are useful-idiot "loons." Not to worry, America, their power is gone, gone, gone. What IS that "crushing" {7th floor WH (D)}. Hummmmmmmmmmm. GOOOOOOOOOOOO PRESIDENT "45" DONALD J. {BORN AGAIN} TRUMP (R)!!!

Marvin

I point out that a foreign ambassador has diplomatic immunity.
