It is very simple, IT DIDN'T HAPPEN. It is not possible to win all of the votes in an individual state and not win the entire state. This is why Hillary may have won by 3 million votes (she lost votes in every state recounted and Illegals voting is suspected) but she did not win the majority of States. She needed more states to win a majority.

"A state's number of electors equals the number of representatives plus two electors for both senators the state has in the United States Congress. The number of representatives is based on the respective populations, determined every 10 years by the United States Census."

This was done deliberately by the Founding Fathers so that populous states would not have the dominant say in the Union of States. It is this mechanism which makes us a Republic. It is insufficient to win the national popular vote, you must also win a simple majority.
