Nobody's 'banning' Muslims. That is such a

NATO constitutes a system of collective defense whereby its member states agree to mutual defense in response to an attack by any external party. This requires that each signatory to the treaty will come to the defense of any other member if attacked. It does not enable members to redirect funds for defense into other areas of governance and place the burden of general defense on any one member in particular, which is precisely what any member not called the United States of America has been doing. President Trump has made it his priority to press the other NATO members to pony up for their own defense and take some of the financial pressure off the United States in the process.
