I would add "or believes members of a race are entitled to advantages or deserving of disadvantages because of race".
Apparently, according to everything I've heard the last eight years or so, being a Racist is disagreeing with any of the stupid stuff coming out of the Obama administration. Though I've been on this earth for 70 years, this new definition came as a complete surprise to me. It kind of shocks me that they don't think blacks can even be racist (unless you're a conservative black).
