In Nebraska, the official language, as stated in the Nebraska constitution, is English. But the state requires you to press 1 for English. Upon talking to the state commissioner, he says to roll with it. Is that not breaking the law? For a state that is against illegal immigration, they are not doing much to stop it.
Unfortunately your state is only one among more who's elected officials don't have any stones. In Wisconsin they even print state forms in Arabic! Follow the upcoming rhetoric in all the campaign speeches (lies?) for the 2014 elections and pick out who you think will be the best candidate for each office and vote for him/her.

Congress has had many bills come before them to make english our official language but never would do it. I have been in many countrys and all have a national language, but the most powerful country has none. I lived in Mexico for two years and did not speak spanish, but if you need it you will learn fast. The worst thing is let someone translate for you all the time, then you will never learn and that is what we are going here in our schools. In LA schools they have around 90 translator for the kids, so they do learn to speak english very fast, and kids do learn a new language fast. We are doing them a big injustice.

Any immigrant, legal or otherwise, knows darn well if they're going to assimilate, they have to learn English. Most do.
Any court will not accept a form or enforce a contract that is written in a language the signer is not fluent with. Requiring him to pay for a translated form or contract is illegal.
States not enforcing English only "laws" is not a matter of not having balls; it's a matter of legality.
