The State legislatures are in charge of the primary voting process, the National voting process, the shape of Congressional districts and the electoral college - and the dominate party in each State modifies this process to favor their party or a particular official. This is 18th century politics in the 21st century.

Yes, the Electoral College could even vote Hillary in December 19th but that is highly unlikely.........
