The simplest answer to what you judge to be the biggest conundrum to believers is that there is no God.
With no God to control what happens in the world, it is up to people to exert control.
Unfortunately bad people are more motivated to attain positions of power and when they do, they could care less about what happens to good people.
That's why so many mostly good people died on 9/11 when Bush, Cheney and Rumsfeld ascended to power.
