It is my understanding that only happens when a case is brought to court by a prosecutor working for the local, state, or federal law enforcement. Thus the phrase , " if you can not afford an attorney, one will be supplied to you."

She can not get a lawyer to take it on as a contingency case. They know trump has a bushel of lawyers. So the lawyer might not get paid.
