Barter system worked for years but you need skilled people, something we're lacking today.

boofhead-you sir are running your mouth about something you know absolutely nothing about. Spying was here long before you came along and will be here long after you are gone. There have been hundreds of plots against our country which have been foiled. Ironically, we cannot get them all and missed the Tsarnev brothers who came to this country, were given welfare, and used the money to buy bomb making materials which they then used to kill and maim in Boston. Terrorists are swarming across our porous southern border on a daily basis and you think less oversight will make us safer ? As for spying on allies, are you naive enough to believe that allies do not spy on us ? President Reagan once said, "Trust but Verify". So if an ally tells you one thing make sure he is not planning something entirely different. Terrorism is real and we need every tool available to us to protect ourselves. Some doubters never seem to get the message until one of their loved ones becomes the victim then they wonder why the government did not protect them. Times have changed and several years ago we were primarily concerned with those countries who were our adversaries and keep them contained. Our main foe was the USSR but now the muslim fanatics have taken the spotlight and they are infiltrating peaceful countries with one goal in mind and that is to kill the infidel. These people are patient and will take whatever time they need to lull into a false sense of security until they are ready to strike. One of the functions of government is to protect its citizens and we can either let them to the job or restrict their ability to do so and suffer the consequences. Good Luck America !!!

Ricko - You're response to boofhead, suggests a lack of courage that overpowers any value you might place on anyone's right to privacy. Are you really so frightened of terrorists that you seek to cower behind a big-brother government?

Benjamin Franklin had a few words to say about folks like that... "Those who are willing to give up liberty for the sake of security deserve neither."

I, for one, prefer to live free and if that means the possibility of being hurt by terrorists then so be it. I will take my chances.

I suppose a communist system would have to deal with that "40%" just like we have to. Remember I mentioned democratic control? Democratic control is the communist alternative to the market. As far as I know, there isn't any reason why a democratic control process can't introduce rules to discount or even reward a citizen's take, on the basis of the value he offers to the system. This would be an easy step to take since communism already requires the assessment a citizens needs and ability in order to uphold it's central tenet..."from each according to his ability to each according to his needs".

So why not discount the take of someone who isn't living up to his abilities or why not increase the take of someone who is excelling? Sales forces all across America use this closed-system model for incentive programs. So you can't say it doesn't work.
