Fighting terrorist groups is not like fighting a war with a nation. Fighting terrorist groups is more like treating cancer, you carve them out carefuly without damaging the surrounding people. For his plan to work in a GW Bush us against them sort of way The US would have to declare war not on terrorism but on each and every of the 1.6 billion Muslums in the world living in over 100 nations with majorities in over 30.
