The indictment and grand jury system is a joke, exemplified by the ham sandwich indictment joke. There is, effectively, no avenue for recompense by the falsely accused.

Yes, the prosecutor decides on the evidence presented to the grand jury. If he wants an indictment he gets it, if he does not, then the criminal walks.
