The DOE should be terminated forthwith, and the states funded to perform the necessary management of education.
Retirement.- Social Security is meant to provide a basic 20% to 30% of income for retirees. The retiree is responsible for their principal retirement income.
Service.- A suggestion is put forward to form a National Service Administration that provides for up to two years of paid participation in our military, government and health sectors for K12 graduates

Law and Order.- We expect to be served by well-trained, and well-managed law enforcement organizations throughout the land. Such inane ideas as defunding the police must be totally defeated.
Defense.- The world is not safe for democracy. Threats exist that must be countered, and a strong defense establishment designed to cope with our collective threats is a paramount consideration.
Infrastructure.- The need for overhauling our infrastructure is clear. It must be funded independently from any other item.
Foreign Relations.- One main concern is the UN. It is corrupt, the general assembly is for some 75% anti-American, and the charitable elements are at the center of the corruption. We must scale back our funding of the UN so long as the corruption exists.
We have mutual defense treaties, notably the NATO defense of Europe organization. We fund an outsized share of the expenses for this defense, and other members must match our 4% of GDP or we should cut back.
We have trade agreements around the world that must be fair for all parties, or they need renegotiation.
National Debt.- Our $34 trillion debt is a millstone around us. We will pay over $1 Trillion in interest per year to service this debt. There has to be a solid, unbreakable budget to reduce this debt over a reasonable time.
Budget.- We have not had a firm budget for about 20 years because of excessive spending over tax revenue. This must stop or we cannot work our way out of debt and have what we need elsewhere.
Undue Influences/Corruption.- It is with great heartache that I suggest our entire government is rife with corruption, waste and fraud. Our FBI has not done its job, nor has Homeland Security, nor have other investigative agencies we have. This must be corrected. That representatives go to congress with small incomes and leave as multimillionaires is proof enough to take action.
Seed Money.- We must support government appropriations for development of key industries that promise to benefit our society. Medical research, Aerospace, Fusion, Semiconductors, Cosmology, Desalination, Agriculture and a range of other subjects merit seed money.
Entitlements.- Currently, we are allocating over 68% of our tax revenue to fund help for the aged, infirm, destitute, and other needful cases. This level of expense must not be allowed to grow.
Immigration. The Biden administration has caused an absolute crisis nationwide because of the flood of illegal immigrants allowed into the nation. This must not only be stopped, it must be reversed. We need a new comprehensive immigration plan, and a plan for dealing with the illegal immigrants.
Energy.- Simply, we must exploit every manner of energy production that is economically available: coal, natural gas, oil, solar, wind, tide, and eventually fusion. It is obvious that solar is best available in the sun belt, and wind is available in the plains states and offshore. We need pipelines to supply the nation properly.
The electrical grid needs extension for solar and wind to customer transport, and it needs EMP proofing as best possible.
Agriculture/Food.- Continued research to increase yields and to use less fertilizer is needed.
Manufacturing.- The government must support industries in rebuilding our manufacturing base, if we are to replace the products lost from China.
Regulations.- All government regulations need to be overhauled in light of their economic impact, instead of their climate change impact. Climate Change is not caused by CO2 in the atmosphere, contrary to what the current political notion is all about. This fact is being better understood by scientists daily.
Administration.- The government currently has over 1,200 entities such as bureaus, committees, agencies, etc., each with a staff, a budget, a building or office, and a management team. Each has a mission statement, and mission creep. They must be reviewed for need, duplication, fraud, streamlining, and budget review.
Finance.- We need to master inflation, and the idea of a digital dollar will not suffice to help that. Neither will the Federal Reserve, I believe.
Contingencies.- There is always the need for having an allocation for unexpected and off-budget items, some controlled by the president and other funds controlled by the congress. Hurricanes, Tornadoes, pandemics, and the like do occur, and must be supported.

Your points are well advised. My concern on the manufacturing side, was the government's possible obstruction using environmental and other regulations against the industries when building plants and material handling and storage, using river water for cooling, etc. ad nauseam. Their full cooperation would be beneficial.
