The State of Rhode Island and Providence Plantations was the only one of the original thirteen to ratify by other than ratification convention. It was also the only state not to send a delegate to the Constitutional Convention. George Washington was president before North Carolina & Rhode Island ratified. NC did so leaving RI as the only holdout.

Washington was mulling sending in an army and splitting it between Connecticut & Massachusetts. Congress considered passing legislation to treat it as a foreign country and charging tariffs for its exports to the other states.

RI finally ratified by legislative act and that was due to some unusual chicanery. It passed by just 34-3.

Despite its ornery heritage from that and other historical singularities, it shortened its name by dropping 'and Providence Plantations,' because it offended some people. It caved into political correctness.
