This is the problem with the party in power. Everyone on the winning side wants a big slice of a limited pie. Everyone believes they deserve it. The party in power cannot stay united. The party out of power is more united by the promise of what they might get later, and by their hatred of the current winners.
Our American system is set up so that it is harder to retain power than it is to acquire it. Although over 200 plus years the parties have figured ways around that. If one party keeps power too long then corruption and tyranny result. You have that in one party states like Illinois, New York, and CommieFornia. For some reason, power at the state level is easier to become entrenched.
