The first was/is the answer. The third option has never been the case. When he set up the elaborate system of shell companies and financial switchbacks he had an idea of what he was doing. By the time it was all unraveled he would be too old to care if even still alive. Meanwhile all the dirty deeds he did to obtain his millions goes unpunished in this life.
