This problem of declared war VS defending our people was suppodly settled by the decision of the Gulf of Tonkin.. back then.. not sure about the details, but it was a bit shaky according to some..

For the record , I am very much in favor of attack in return when American people or interests are attacked, which is what the terrorists did...

The glaring difference is Jimmy Carter was a humanitarian and a decent honest man.
As is Biden, a lousy President.
Biden does win the title by far.
