Because it was a Border country that was applying to join NATO. NATO was set up as a defense mechanism to prevent Russia from invading the free nations in Europe. NATO has never attacked or attempted to take over any country. It is strictly a defense mechanism.

Putin believed that an independent Ukraine is a threat to the Russian people. Now anybody with any common sense would not believe that an independent Ukraine was a threat to Russia.

Also there were Russians moving to the Ukraine for political asylum to escape the dictatorship of Putin. At this time there is approximately 12 million ethnic Russians in the Ukraine. The population of the Ukraine is 42 million people.
