To summarize this report, the USDA offers $50 million grants to factories and farms, encouraging new minority farmers and Tribes NOT to till the soil, but poke holes in the land and fertilize with pellets of nitrogen and phosphorus to avoid carbon dioxide release into the atmosphere causing global warming.
The land is rock hard, the pellets run off into the streams, lakes and oceans.
