Who manages our land best, private citizens or the BLM?

Most of the nature conservationists are private citizens using their own land as nature preserves watching over the wild animals and endangered species, and they live East of the Mississippi River.

This legal case establishing the State of Utah as a better steward of their lands than the BLM is based on the 1787 Northwest Ordinance's "Equal footing clause" which was attached to the newly written Constitution.

Included in the Northwest Ordinance are three striking principles never discussed in our history books:
1) the end of slavery
2) Honoring the Indian treaties
3) Entrance of new states west of the Ohio River under the Equal Footing Claus with the same full land ownership between their borders as the original first 13 states.

Do we have any Constitutional scholars here?

If Utah wins it case, will the rest of the Northwest Ordinance be honored by the western states?

Oh, and by the way, "federal lands" of the BLM do not include federal monuments or national parks, or wildlife sanctuaries, so don't assume that this map is all-inclusive.
