That’s ok, if they’re so delusional, don’t let them vote. And you may have underestimated them with 80%.

I would think it would depend. Do you include those who are on medication which may alleviate certain mental health conditions. For example medication for BiPolar depression. Another condition may be PTSD that can be treated with medication and/or therapy. If individuals who have these conditions can be treated successfully with medication then their rights to vote should not be curtailed.
Mental illness is 'defined' by whomever is 'in power'. Example: In the 50's and 60's, people who tried to escape from the Soviet Union were considered 'mentally ill'. Their logic - anyone who wanted to leave the 'worker's paradise' were obviously crazy.
