If he is not implicated for wrongdoing then how do we explain his behavior.

Well, the FBI didn't perform the "search warrant" according to the law. They didn't present the warrant to Trump's lawyer who was present, nor did they allow her to witness the search being performed. It would have protected the FBI agents from suspected "abuses" like planting evidence or listening devices.
