Demand for oil is spiking. So why are North Dakota rigs lying idle?

Why don't you read your article before you post it. A quote from the article...
"They can’t get workers. They can’t get capital from Wall Street.
They can’t secure new leases on federal lands. And the cost of doing business has gone up dramatically – everything from labor to steel to the diesel needed to drill for oil."

The industry has thousands of drilled wells that need to be taken to completion, meaning investments made in pumps and pumping infrastructure, one of the companies has several thousand and they defend their choice to invest profits in buybacks rather than pumping.
They are making an intentional decision to make more with less, they call it quality over quantity. What that means is profits over volume. From a business standpoint why not make more money producing less if nobody stops you from doing it?

If you can't connect the dots, I can't help that you're such a maroon.

And given the current admin's attitude toward fossil fuels, who in their right mind would invest in drilling??

Well at least you are admitting that the people running the petroleum companies are in their right mind so why not accept their decisions about when and where to drill?
