Hey, shit for brains, the military salute is a symbolic gesture to show that your "weapon" hand is empty. Bush is holding the dog in his left hand (every time ) so he meets the criteria of a proper salute. Ovomit, who is too stupid (like you) to know the history of the hand salute could have transferred the coffee to his left hand and made everything hunky-dorey. But he didn't. On a real battlefield it would have gotten him shot.
