Garland (and Biden) just want this to go away, put it behind us so as to avoid the optics of "going after" political opponents.
Evidence is piling up that indicates criminal levels of obstruction and coercion on election officials and governors of key states...meetings were held where trump tried to pressure key figures to go along with or take a part in ignoring election results and act on false premises that the election was stolen. Trump was facing obstruction everywhere he turned, he couldn't fire and replace people with toadies fast enough, but not for lack of a really valiant effort.
The kinds of pressure and tactics came with receipts, hard evidence, and dozens of people who knew things...
And now trump insiders refusing to comply with subpoenas is going to result in full on criminal referrals, arrests, and warrants on offices and homes for seizing records and computers...
Trump people are going to go through some things, and it will make trump's DOJ look like the toadies they were.
Garland will not have any choice about where this is going, the DOJ will be forced to appoint a Mueller style investigation head and open a can of DOJ prosecutorial whoop azz.

Garland as I understand it, is trying to be careful about DOJ employees that were caught up in the nonsense by just doing their jobs. He’s trying to protect the innocent from being caught up in court appearances for wrong doing at Trump’s behest.

That's a part of it for sure, but they hate the optics of going after trump and his administration that aided him.
Garland will have no choice, there will be a Mueller style investigation that will result in massive numbers of indictments.
