They were probably under that overpass because it was the best shelter available to them.
Had the driver not been "impaired", this probably would not have happened.
What else is to be expected, when they are offered only a handout, but never a Hand UP?
Homelessness is not one problem, it is 1,000,000 individual problems, with 1,000,000 individual solutions.
The task at hand is truly monumental, but even the greatest journey begins with the first step.

Food, Shelter, training, and a good job.
