Early Voting in USA Elections Revisited

What I'm proposing concerns only Federal Elections in all 50 States and Washington, D.C.

I've come to understand that, for better or worse, Early Voting is a process that is here-to-stay... This said, I believe the procedures by which Federal Elections' Early Voting are handled needs to be Federally administered...

The House of Representatives' and Senators' budgets need to fund the administration.
Each House District will have an Office that collects their Early Voters' Ballots, and the Voters need to provide, in person, no less than 2 Identifications, at least one of which proving they are a Resident of that District. No mail-in or third-party ballots would be accepted.

Federal Early Voting will take place between October 1 and October 28 in years the Federal Officers are Elected. Special Elections for Federal Officers will not have any Early Voting unless the Federal Officers are being Elected on the General Election Day in November.

Early Voters will not be able to change or take-back their Ballot once it is cast.

My state, Georgia, has early voting for 10 business days prior to election day and the voting place in my town is open to voters from 7 to 7 on those days. This is why I have zero patience with the whinings about having long waits to vote, because there simply is no credible excuse for it. I always vote early and have never had to wait more than 5 minutes after filling out the form. Actually, I have become disgusted with Anerican voters expecting everything about voting to be accommodating to their whims. In my view, voting is not just a citizen's responsibility, but a great privilege to be free to vote, but this means that each voter has to be willing to take the necessary actions himself, such as getting to the polls sometime during those 12 hours on any one of the 11 days allowed, being willing to travel a few miles to the polling location, to having your required identification ready, etc. I am against early voting longer than the 2 weeks and against a federal holiday for election day and any other such stupidities such as requiring no identification. I am also against total mail-in voting and think the current limited mail-in ballots allowed should be limited/supervised further.
